The master switch wins. With Share my location turned off, nothing is sent at all. In the product's own words, your location is hidden everywhere: friends, family share links and drive-mode reporting all stop together.
Drive mode is part of the Basic plan or higher; without a subscription you'll see a card that reads "Turn-by-turn RV-safe navigation requires a Basic subscription or higher" with a See plans button. During the public beta, Pro is included for everyone, so drive mode is available.
While a drive is running
If sharing is on, your position is sent every few seconds while you drive, so the friends you share with, and anyone holding a family share link, see you move along the road.
It uses the same location permission drive mode already has. There is no extra permission, and no background tracking when you are not driving.
When the drive ends
Reporting stops when the drive ends, and a final update clears the route from what they see.
